Lake Macquarie
Builders in Toronto
Building on the western side of the lake, where steep blocks and water frontage set the terms.
Toronto and the suburbs around it, Blackalls Park, Fennell Bay, Bolton Point, Carey Bay, Coal Point and Kilaben Bay, sit on the western shore where the ground rises fast from the water. The housing is a mix you rarely find in one place: timber and weatherboard homes in the old township, fibro weekenders on the points that were built for holidays and are now lived in year round, 1970s and 1980s brick veneer on the subdivisions behind them, and a growing number of lakefront rebuilds. The low ground around Fennell Bay sits flatter and closer to the water, so the same job there swaps slope for flood and soil checks. Each needs a different approach, and the weekender conversions need the most care, because the original structure was never meant to carry what people now want to put on it.
Slope is the first thing we look at. On the points the blocks fall steeply from the road to the water, and the sensible way to build is to work with that fall: a suspended floor on posts rather than cut and fill, decks that step down with the ground, and retaining only where it is doing real work. Retaining walls beyond a modest height need their own engineering and, where they hold up a neighbour or a driveway, their own approval. Steep lots on the western shore can also sit in the landslip risk area that Lake Macquarie City Council maps, and where they do the approval needs a geotechnical report and engineered footings, sometimes with a slope stability assessment. That is slow and it costs, and a quote that skips it is not a quote for the job that will actually be approved.
Access is the second thing. A driveway a concrete truck cannot use, a lot where the only way to the rear is down a flight of steps, or a site where a crane has to set up on the road all add days of labour, and on this side of the lake that is common rather than rare. We walk the site before pricing so that pumped concrete, hand carried materials or crane hire appear in the quote up front. The old township can add a constraint of its own. There are heritage listed items around the centre and foreshore, and a listed item on the lot rules out the certificate pathway and means a Development Application with a heritage assessment, while one next door brings heritage into how that application is judged.
The ground carries the usual checks for this side of the lake. Coal was worked in the country toward Awaba and Fassifern and much of the area may be inside a Mine Subsidence District, which puts a Subsidence Advisory NSW approval in front of the building approval. Low land around the creeks feeding Fennell Bay can be mapped for flooding and for acid sulfate soils. Lots that back onto the bush to the west are often mapped as bushfire prone, which brings a Bushfire Attack Level assessment and construction to that level for anything new. Every one of those overlays is listed on the planning certificate, which is why we ask for it before the first sketch.

Local conditions that affect your build
- Landslip risk mapping
- Steep lots on the points can sit inside the mapped landslip risk area, and the approval then needs a geotechnical report, engineered footings and possibly a slope stability assessment. It is the single biggest variable in a western shore quote.
- Site access
- Steep driveways, stepped access and no room for a truck mean pumped concrete, hand carried materials or crane hire. We price these from a site visit, because none of them can be seen on a plan.
- Weekender conversions
- Old fibro cottages on the points often have minimal footings, bracing well short of current standards and asbestos in the sheeting. Adding a floor or a large deck to one means checking what it stands on before anything else is drawn.
- Foreshore and vegetation controls
- On lakefront lots the foreshore building line sets how close to the water a deck or room can go, and mature trees on the slope may need an arborist report before removal or before footings go anywhere near their roots.
- Subsidence, bushfire and flood checks
- Mine Subsidence District cover is likely across much of the area, bushfire mapping applies at the bush edge, and low creek flats can be flood mapped. Each adds an approval step rather than stopping the job, and each is confirmed before quoting.
